Tom, the theory is that they started with vertical and then went to the horizontal. The reasoning behind this is that with a badge that is somewhat more dished, a horizontal catch plate on a dished badge would of had a gap under the catch plate. If the badge was not dished, you could put the plate either way. If you look at more of the earlier badges they are more dished and then through time they move to more of a flat back style.
