Heer flak maker
The heer flak badge shown, with the characteristic eagle and hardware, is generally accepted to be the type made by Steinhauer and Luck. However, Mike Tucker and Steve Previtera's book shows the badge in question with a maker mark of "F&B, L" for Funke & Bruninghaus, Ludenscheid, so there is some controversy here. Also, your badge looks to have a round wire clasp, while most originals of this type have a flat wire hook, and more commonly a silvered finish is seen on these instead of the black.

You're right, most that I've seen have the flat wire catch. I think the piece you see in Tucker's book has a 'distibution mark' or stamp on the reverse, page 162-3. It's a dead ringer for this badge I own, and have come to believe too that it's an S&L, although there is still controversy over that as well.
