IAB 'Juncker Project'

Hi Gents,

While trawling for something new I came across this IAB for sale. I liked what a saw so I searched the forum and found that this type of badge is connected to the 'Juncker Project', more searching followed and I found threads with it disscused and mentioned, but as of yet I have not found exactly what the 'Juncker Project' was.
so could anyone, if your time permits give any links to explaining the 'JP' or breifly explain it to me I would be very greatful.

Also I would be obliged for any comments on the badge in the picture.
