Silver IAB - Cupal?

I've had this unmarked IAB for many years, and I just got around to shooting pictures of it. By the unusual 'rainbow' effect on the reverse, I assume it's cupal? Anyway, I've looked at thread after thread of IAB pictures trying to determine a possible maker, but can't figure it out.
