L/14 mark on RK GAB?

I asked this some time ago and cannot remember the answer and thread has gone.
Any ideas why this L/14 mark is on this badge?
Is it possible someone just applied this later to try to enhance the value?

Hi Andy,

Why this Orth stamp is on that badge is a mystery that needs to be solved. It happens quite often that we see so called "distributor marks" on badges clearly made by other makers.
Btw, what is the smaller scale L/... mark right BELOW the clearly visible L/14?

I have looked at this through a glass. Just looks like a very faint L. could just be a scratch.
