It's an army flak badge by the so called maker "LM" (IMO LB). These are always found in this kind of horrible condition.

I think there was a hoard fine of these a few decades ago, and these are the only ones from this maker we have seen. They must have been stored poorly and some are found in better condition than others, but every one seems to have some level of corrosion.
Its interesting that we have never seen one in minty condition. Possibly a late war maker whose badges never made it into circulation or were awarded.
