Do you think the material can be removed? Maybe a softer material from solder?

It does not look like solder to me. It looks more like an epoxy resin. Solder can only be removed with heat. I am sure you would not want to put heat to this badge, to valuable.

I think the same, it looks like that it was grinded, not covered, but I could be wrong here.

Yes, grinded. You can clearly still see the grooving lines.
The color is the typical dark grey of the zinc.
A denazified badge.
