Any idea what this is and where it is from? All I know is it's pre 1945.

It looks like an award given for a civilian police pistol shooting competition. It's pretty generic so it may be difficult to trace exactly which city it came from, but if you post it in the US subforum someone there might know something further, although doubtful as it's probably not military related.
