        I agree with Ian and Antonio that notwithstanding ribbon bar minnies which are smaller (1 have some 13mm & 15mm wide & have seen even smaller ones) MOST Prager bars variations are around +- 30mm. The reason they appear to be different in your pictures is because they are affixed to different Sudetenland ribbon widths (25, 30, 35 mm wide)

        However the top one you show looks smaller than the regular 30mm Prager bar...
        I have seen a few of these over the years and finally got one as a single mount a while back: the bar width on my version is 22mm + (vaulted) and the detail is better than on the full size 30mm bars I have. Probably considered a fake by most but IMO its no different than the 24mm "prinzen" EK II 1914 Spange whose "official size" is also 30mm...
