I don't see anything particularly troubling about the order. The Prussian General Honor Decoration may have been awarded in peacetime and thus its placement after the Hindenburg Cross without swords. The owner of this bar was probably a proud Prussian and adhered to the notion of "Prussia first" thus placing all decorations from Prussia before the Wehrmacht LS Decorations. The Olympic Games Medal should not be placed before the Wehrmacht LS Decorations but there were many instances where this was done due to vague regulations that were not really clarified until 1940.
