On these, the medals are usually hanging from the hooks so it seems to have been mounted backwards but I have seen others like that over the years. My only concern is that I have an NSDAP pair mounted on this type "brass" coloured back plate and the back plate colour matches that of the front plate (both are brass coloured) but the ribbon plate on your bar looks silver...
IMO it could have been made that way but it could also have been put together later to replace a broken catch or pin on the original backing plate

I think the one I posted is too suspicious. It does not make much sense to put medals to front when there are the clips on the back. So somebody just messed with this up IMO.Comment
