            The upper mark is the Hand Workers Guild mark. The other may identity the city in which it was made. There is a lot of research on guild marks so you may want to search the net.

            My guess for the lower mark would be the Essen Guild.

            By the way, the plate is a national level champoinship award for the 1939 Hand Work Competetion.
