Mystery award: could this be some sort of HJ award?

I only asked as it will be coming with some other HJ stuff... I have no idea what it is. The eagle is holding a hammer and what looks like either a faxcis, or some kind of weird SS ruine baton. Also, you can see there is an HJ flag, what looks like a automobile flag/ banner, and a strip of World War I veteran patches? What are those? Any help appreciated.

Ron, what is that icon on the earlier Insignia? A lighthouse? As in perhaps a " lookout" for the Reich?

It is the Kyffhäuser Monument, also known as Barbarossa Monument, an Emperor William monument within the Kyffhäuser mountain range in the German state of Thuringia.
