Medal would come in a similar larger packet.

Marked with the class on the front of the packet.

There might be a maker but some packets have this and some do not.

I have seen a packet made of parchment-like paper, with inscription "Dienstauszeichnung / mit Hoheitsabzeichen / IV. Klasse". Sorry, can not find a picture now. These bags are really scarce (for any class, I mean)
