I've never seen this before.

Looks like a complete fantasy award, the pic seems photoshopped

He sent me photos of a 1938 HJ Reichssieger badge which I told him was a repro.
I was immediately suspicious of this one.
I asked for photos of the back and other info.
If he sends the photos I will post them.

I would say that the bottom party of the medal is some soviet award while the chicken eagle is crudely photo-shopped from an award document of some kind.
