Tank Destruction Badges

Hi,

Are these 2 tank destruction badges both the 2nd type? Is there any reason why they have 2 different backings or did they use one type and then change to another.

I think the backing material was just what they had on hand at the time it was manufactured.

The top one is a Type 1.
