Ribbon for ek2 medal bar or ribbon bar

A friend of mine has a small piece of ribbon and I'm not sure what to make of it. I believe that it is for a medal bar, or possibly ribbon bar. The dimensions are approximately 1" x 5-1/2" (25mm x 146mm). The edging appears to have a good "scalloped" look to it. But the white definitely glows very bright under a black light.
I am just not sure what to make of it, is it original or good reproduction?
