General Franz Halder Cased Social Welfare Medal

I have the opportunity to purchase what appears to be General Franz Halder's Cased Social Welfare medal and wanted to get a second opinion as it's a tall order despite the engraving on the back. The medal and case itself appear to be okay but I cannot find any record of Franz being awarded this medal anywhere.

I did find that halder was already the holder of the 1st class with diamonds by 1943.

Pin & hinge appear to be something you would find on S&L products that were made 1957 onwards.
