Help with Foreign award on ribbon bar. Oberst Johannes Arndt

I am trying to identify the last foreign award with crossed swords to the right of the Romanian Anti-Communist medal, he did not have WWI service. To me it looks like a solid ribbon with a center stripe bordered by two lighter stripes. I cannot find a match for it.

As it's after the Crusade Against Bolshevism possibly another Romanian award ? Not the Cross of Military Merit anyway.

Thanks, I could not find any matches with swords with that center stripe. Maybe the order of the Crown with swords ?
