I sure you've already noticed the two grades are reversed on the medal bar and should be exposed as on the ribbon bar. The ribbon bar is also not typical IMO i.e. two eagles were generally mounted on a 30mm ribbon and bar. Your's appear to have two 15mm (or slightly larger) ribbons on a 30mm bar.
