Can I ask did these medals ever come in a case or just packets ?

Also in my few years of collecting third reich stuff i've never seen one with a packet. Are they ultra rare or fairly common ?

Never in case.
When awarded they were given out without packet, so packets are really scarce to find today, when you see one, buy it!
You can also find some rare Souval medals in LDO cardboard boxes.
