Opinion on ribbon bar

Hi guys,
I pcked this up awhile ago and was just wondering if it was right. And what does the device on the Austrian ribbon mean? I don't have much in this piece so if it is no good I'm not out much. Thanks for your comments, Brian

well....

..... it looks like someone took a perfectly good ribbon bar and jammed the eagle on. I'd take off the eagle carefully and save it inyour "parts" box.... rub the ribbon where the hole was and it will close up some.

It's weird, but the Anschluss ribbon seems to be a magnet for wayward eagles. This isn't the first time that I've seen a ribbon bar with one stuck there.
