Spanish White Military Service Cross (with swords device) but no Spanish Civil War ribbon?

Couldn't it have been awarded for WWII service alongside the Spanish Volunteer Forces ?

I know Germany awarded Spanish volunteers in the Wehrmacht, but was unaware Spain awarded members of the Wehrmacht with Spanish awards.
