Drivers Proficiency Badge Question

Have a question on whom was awarded the drivers proficiency badges. Was it just vehicle operators or did they award them to soldiers in the supply trains as well that from my understanding were mostly made up of horse drawn carts and wagons?

I believe they were just for operators of motorized vehicles.
