This is a 'civilian' award and a bronze grade, it's not Third Reich as such but certainly of the period of course. This was for I believe horseman skill's to a competant level which earnt the bronze grade.

I'm sure the other guys can fill you in more on this, the little one as you may have guessed is a stick pin and would have have a pin 4 or so inches long to stick through your clothing.
