Maybe this gent was a German from Hungary?

Serving in the Hungarian Army during WW1, and then enlisting (or being conscripted) in the German army during the 2nd war.

My Father in law was a Hungarian born German National & when the time came for him to enlist he was given the choice of either enlisting in the German or Hungarian army.

Just a thought, or it could just be a plain old period mistake.

Yes, it does look to be a Volkspflegemedaille & that truley would make it an unusual combination what w/the EK2 & all.
But I believe this same ribbon was also used on a WW1 award, but I can't recall what it is off the top of my head.
Maybe one of the Ricks can chime in on this.

The 2nd ribbon could be the Social Welfare Award, the Red Cross Award 1922 - 1934, or 1934 - 1937 or the 1937 - 1939. All Awards had the same ribbon..
