Please help ID this small ribbon bar.

I just got this wonderful photo from Mr. Dunn and would like some help in finding out what his ribbon bar is . The photo was made blurry by the maker, so I tried to clean it up as best I could for the close ups.

It's a bit blury, so hard to be sure.

It's Bavarian style, and the awards look like they might be a KVK w/swords & maybe a Czech Annex.
