Ribbon bar devices

I have picked up a large amount of ribbon bar devices along with other items I have been posting. There is 1 Heer or Kriegsmarine large eagle device that is 25mm x 10mm I am interested in what bar this is for. Correct me if I am wrong but the early version devices where larger then the later.

Also there are .
1 - cross swords
2 - 1939
4 - Luftwaffe
4 - police
13 - Heer / Kriegsmarine

All have there prongs and are silver.

Correct me if I am wrong but the early version devices where larger then the later.

Earlier devices were not larger. The larger eagles were for medal bars and the smaller ones for ribbon bars.
