Order of german eagle marked "1" for you?

I'm only comfortable with the 21's which seem to be of much better quality than the example you posted.

Sure 21 can be more beauty of 1 but I don't see so much differences, hand-finished are very closed in both.
I am happy with this decoration too, I like it, it has nice details. Here is a full image.
