Hi Ustufvorwaerts, I am certain that the maker is "30". (Hauptmunzamt, Wien.) It has their usual good quailty, plus the hinge and catch. I own two wound badges by them, an unmarked silver and a "30" marked gold.

No doubt 30...I have one of these myself...just the box is marked hauptmunzamt.
