I picked up this lovely bar with German and Romanian awards from both wars.
The bar on the end is campaign marked Kalmucia, which was an area just South of Stalingrad, where Romanian forces held the front against the Red Army.
Could it be possible that this officer chose to wear his Russian Front ribbon through his tunic button instead of on his bar? We will never know for sure!!
