Shouldn't the precedence on the one with the Luftschutz be (from left to right) KVK, Volkspflege w/ swords, Long Service, Luftschutz?

I agree. Luftschutz should come after EK, KVK, and long service. But I'm not sure, does it come after or before flower war medals?

I agree...however, I have posted this bar here, detail fotos, front and back and no one can give me a definite no. I bought this bar for about 10 marks years ago - other than that I cannot really say anything else about it other than the construction looks correct. (The detail fotos are under the Social Welfare Award thread.)
