That looks very much to me like a set of molds for making/faking your own medals. They would be pressed into/between clay, removed, then molten metal poured in to make a replica/fake badge.
Interesting and scary too!

Hello,

To me, it looks more like resin castings that were made from a rubber/latex mold. These pieces are not, IMO, a set of molds but rather the actual cast pieces made from a mold.

tyanacek is correct as I have seen this done (last week) with a unit crest in the model shop on the base where I work.They used the original piece made a rubber mold & cast the insignia in resin.It worked very well with the resin.

100%! Very easy to do TBH, especially with lead!
