Its clear from the back tabs this one has been refitted , or messed with. Can the ribbon bar experts say iof they have the order of medals correct ?

The Polizei long service award should be ahead of the NSDAP award.

        I agree.

Apart form the scratches on the reverse everything looks original; devices and ribbons.

        Kind regards

Ribbon bar looks fine to me.

Here is another example of the NSDAP medal being worn ahead of the police medal.

Just because there are a few scratches on the back plate doesn't neccessarily mean tamper. I have several scratched examples and they are all 100% original.

And we can't argue with period photos either

I would have to agree with what others have said, scratches do not necessarily equal a bad bar. Although it is definitely something which needs to be taken into consideration with an overall hands on inspection.

As for the order, the Polizei should be before the NSDAP LS, (see #'s 32 & 33 in the translated page from SS Oberst Dr. Doehle's 1943 book below), however that doesn't mean that it didn't happen.

Sometimes individuals, (especially on the home front in a non-combat role, such as polizei), may place a higher value on being a long time Party member.

In fairness it's quite rare to find a police bar with an NSDAP award in the first place. I have over 40 in my collection and none with NSDAP's!

Maybes after the bomb plot holders decided to "upgrade" the status of their party loyalties...?

I think anything is possible within reason. Take a look at the thread on "uniforms I wouldn't have in my collection" to see the plethora of variation.
