i think it's a shooting competition medal on 3rd reich era,
just like the USMC Marksmanship competition..

The trifold ribbon suggests Austria or maybe southern part of germany.

              Hi,
There were (and still are) many shooting clubs in Germany during the Third Reich period.
From the general configuration of this award, I believe this may be an award for an annual shooting competition from one of these numerous clubs; many of which were recognised and encouraged by the Nazi Party, as it produced marksmen for the armed forces.
Due to the shape of the ribbon, an "Austrian mount" as another member has observed it may be traced to southern Germany (Bavaria, but just speculation) or Austria itself.

              Best wishes,

              John.
