The blue ribbon with the red stripes is a Hessen Bravery/Merit Medal.
The blue ribbon with the yellow stripes is for the Saxon Silver Merit Medal of the Military Order of St. Heinrich.
The blue ribbon with the silver stripes and crossed swords device is for the Bulgarian Bravery Medal/Cross.
Unfortunately, though, this ribbon bar is not an original: The 25-year/12-year long service combination indicates a senior officer or non-commissioned officer on active duty in the Wehrmacht. The second ribbon (1939 War Merit Medal) could only be awarded to civilians so this bar does not tell a logical story and stands no chance of being real. The backside of the bar would most likely display more telltale signs of a modern put-together.
