Wehrmacht/RAD Eagle Device...good or bad?

I have not seen an eagle device like this before. What do you gents think? Is it a Wehrmacht eagle or possibly RAD? Is it an accepted version? I believe it to be good, but would like to get the general opinion of others.

The ribbon bar itself looks 100% good IMO.

If anyone has a similar one please post it.
