I think it is just a souvenir as a rememberance of a soldiers service time. I do not know what the date stands for?

PzRgt.1 belonged to PzDiv.1, and PzDiv.1 took part in the annexing
of the Sudetenland beginning October 1, 1938.

This could be a commemorative of that, maybe a canteen purchase
item to send back home.
