Austrian ribbon bar identification needed

This ribbon bar was on a German Officers tunic I picked up. I am not familiar with the 2nd ribbon next to the the Iron Cross second class. This ribbon has two blue stripes on the outside with a yellow ribbon center. Mounted on this ribbon is a set of crossed swords on a brass strip. Can anyone help.

I think it's the Order of the Iron Eagle and the "brass strip" denotes second award.

This bar came with a named German Generals grouping I picked up a few years back. The General was a former Austrian General. I will work on taking a picture of the reverse for you.
