As said in the other thread linked by Peter, these badges were made for old combatants in Spanish Civil War in the Nacionalist army (specially member belonging to the fascist party Falange Española). Veterans in Blue Division can use them too, as a lot of Blue Division soldiers were fighting in our civil war before going to Russia. Yours could have been made around 1950.
