From what I've seen, it's worn by female auxillary personnel assigned to communication services (all branches of the Whermacht). The badge was sometimes worn on the side cap or high on the necktie near the collar. There might be some photos in the Photos forum -- use "Women" as key word.

Another - the seated gal looks to be wearing a version with the wider outer border like yours. Perhaps an advanced rank or qulaification level...? (note her piped collar as well)
