9 Place ribbon bar

Here is another 9 place that no one was able to place the owner of this ribbon bar. I unfortunately know nothing about it or why it has fire damage.

Is the third one Hessian bravery Medal with pale blue faded to dingy white (the reverse may retain color better) or Hamburg Hanseatic?

What colors are the eagles?

This looks like a tab back, so we've lost potential clues from the reverse backing, but an Italian Order of the Crown-Officer grade inclines me towards NAVAL (a pre-1915 award) rather than something implausibly picked up as a Reichsheer Major-ish late 1920s. If both eagles are, as they appear to me from the scans, silver for 18 and 4, then we've got an (E) retread. If both gold, could be a Weimar career officer... either way, need to vbe sure WHAT that third ribbon is, and how MUCH service to be looking for. The Württemberg MMO in second place should be quite distinctive paired with that Italian award in last place.

I would say that the third ribbon is white and red and that one eagle in silver the other in gold.

Hmmm.. difficult...

3rd one looks like Hessen, I would not say it is Hamburg; red stripes too smal.
Last one COULD unlikely also be a Spanish Red MMO. If Italian Crown I would vote for a Mussolini time award.
Entered service after march 97, so max.1st Lt in 1914 and the an Officer grade Italian Order?
I would assume he was an active Officer before WW1, discharged after WW1 and E Officer in the late 30ies, probably as Major.
For sure he had also a EK1 1914
