What is this chap wearing? All I can come up with is a 15mm Ostmedaille ribbon on a 25mm backing!

I don't think so. look at the edges, too narrow to be the ones from the Spanish Conmemorative medal, apart from the fact that almost all were bestowed when the soldiers were in Spain, so not too much oportunities to wear it in the German fashion.

Looking for DKiG Heer winner Soldbuch who also won the TDB and/or CCC, specially in Silver.

Neither of those. The center stripe is clearly bordered by two lighter edge stripes.

          Well, my mind is boggling.

            STILL boggling!

It's a 25mm German width, but NOT a German award. My best guess is something mysteriously Slovak, mebbe--mainly from dearth of info I have on those awards. Don't think it's Rumanian. Can't think of anything else it might BE!

Yon Uffz appears to be wearing pointed unpiped mid 1930s shoulder straps, suggesting a PRE WAR photo, in which case "Unknown Axis Ally" won't fly, at all, at ALL!

              "Grasping At Straws Hypothesis One"--

the silly bugger has slapped a 15mm 1941/42 East Medal ribbon OVER the center of a 25mm ribbon, which from the edges would probably be a noncombatant (no swords bulge underneath) Hindenburg Cross? Hey, I said grasping at straws! )

                Hmm...
It could be , but to me the inner stripe doesn't look like black at all.
