An Strange medal for an Spanish officer

Hi from Spain!

A friend of mine sent to me some pictures of his grandfather 's medals. He fougth in the Spanish Civil War, as "Alferez" (officer), and remains in the Army during several years. But had a medal strange for me, because my friend does not remember his grandfather were in the Wehrmacht, or "Blue Division". Anyway he had a german medal, as you can see in the picture.

Could someone help me to identify the medal in the left?

German Eagle order medal

To be a little more precise it is the Silver Medal of Merit with Swords of the ORDER OF THE GERMAN EAGLE.

A political/diplomatic order for non-Germans.
