The precedence is off-very, very, very off. I suspect it was mounted in the UK.
The tag on the back is a clothing tag, not a tailors' tag. These tags are common. I also suspect the Anschluss medal at the end may be a repro-but not having it in hand can't say for certain. I'd also like to see that EK2 up close.
It should go:
EK2/KVKx/Ost/Austrian gallantry awards/Aust merit cross/KTC/Hkx (note- no Austrian 14/18 medal) anschluss.
I'd blacklight it.
Also-notice there's no LS medal of any sort. AN Austrian who spent that sort of time at the front and picked up a merit cross implies an NCO of some sort-as well as almost insane bravery (3 bravery medals 1917-18???!!). No austrian medal-yet he took the time to apply for an HKx.

I'm no expert but the same thing struck me, the order of the medals on the bar is surely very wrong, i can imagine a wrong ribbon, or 2 medals say being in the wrong place (but still next to each other), but this does look odd.
Having said that, it's strange for someone to go to this length but get something so easily researched as medal placement wrong
