Hallo, Can any one please explain when the full parade bar with ribbons and medals attached were allowed to be worn? I can not find any information on this. Danke sehr !

Just as the name indicates, for Parades!
Seriously though, it would be worn for on the dress uniform or for special occasions (i.e. parades, weddings, national or party evens, dinner parties, etc.).

Parade bars were worn for formal functions, either private or state.
funerals and weddings
parades and ceremonies.
medal bars are usually worn for the same reasons today.
