Eastern Front Maker mark

Hello,
could someone please help me with a maker mark number on my Eastern Front Medal.
I have alway thought that the mark on the ring was a number 7 (Paul Meyhauer, Berlin) but having looked closer the number appears to be a 4. If this is the case who is the maker?.
Please look at the pictures below and see what you think.

Well, It looks like a '4' to me. Steinhauer & Lück, Lüdenscheid.
