This is what wasonce and still is called a saleman sample board. I believe they are acually souviener board that were put together at the end of the war and sold to GIs as war trophies. They would have a little card that told what each award was.

Ok, that makes sense then, because the numerals 1 an 7 are written in the German style, not American style.
