RLB Door hanger?

Hello, I am not sure where to post this, so here it goes. What in the world is it? And is there much interest for collectors in such a door piece? What would the value be? I am interested in selling or using for trade if it is collectable. These things are way out of my collecting interest.

This is an RLB door plaque. To my understanding, they showed who was a member if the Air Raid protection service. But I have also heard that these plates were for approved air raid shelters. The later is more likely.

Condition is a bit rough, but it looks to be 100% original.

Value, est. $25.00 to $60.00, just a guess.
