    Yup, this is the sort of group you'd expect to find a KVM/KVK pair: a 40-something former WW1 junior enlisted man, senior NCO level Third Reich civil service, "padding" his group out with all those Central Powers WW1 Commemorative Medals,

    an early war KVM for something civil defense, and then later on a KVK2X probably in connection with air raids.

    CIVILIAN awards of the KVM and KVKs (with and without swords) were strictly alloted to local civil and political levels on an annual QUOTA basis: a Landrat got XX many, a Kreisleiter got XX many, so in many cases, a KVM was a "booby prize" to the sort of under-commissioned rank level recipient who just wasn't "worth" "wasting" one of the few available KVKs on.
